The Horserace Betting Levy Board, an arm’s-length Government body, plays a key role in the funding of British horseracing through its collection and distribution of an annual levy of around £95m a year derived from the betting industry’s horseracing business.  HBLB provides grants in pursuance of three statutory objectives:  the improvement of breeds of horses; the advancement or encouragement of veterinary science or veterinary education; and the improvement of horseracing.

Reporting to the Chief Executive, the Head of Grants is a varied role overseeing the assessment, awarding, monitoring and reporting processes for grants which typically total around £10m a year. These account for HBLB’s grant expenditure other than on racing’s fixture programme such as for prize money. The role includes:

  • Leading the organisation’s liaison and relationships with applicant organisations and related stakeholders in  areas including
    • Veterinary science and education
    • Equine welfare
    • Racing’s staff retention and recruitment initiatives
    • Racing’s community engagement
    • Racing’s central marketing and promotional initiatives
    • Point-to-Point racing.
  • Design and implementation of first-class assessment, compliance and monitoring processes
  • Ensuring appropriate compliance with the Government Functional Standard on Grants
  • Providing first-class administrative services to HBLB committees that involve the organisation’s grants, principally in the veterinary science and education area
  • Representing HBLB on external committees and groups
  • Design and implementation of communication plans for HBLB grant-related activity and policies, including through the website, articles and other promotion

The ideal candidate will have significant previous experience in the management of grants and funds, preferably with public money. The role requires a combination of excellent interpersonal skills, strong written ability and a high level of numeracy. An understanding of or passion for horseracing would be highly desirable.
