Role Purpose

Reporting directly to the Director of Racing and assisting across the broad spectrum of responsibilities for that role including but not limited to taking management responsibility for the Racing Department (entries & declarations, registrations, publications), Race Planning (fixture list, race programmes, prize money allocation) and the organisation, presentation and utilisation of industry insights and media rights data.


Primary Purpose: The purpose of this new role is to support the Director of Racing and to add value for Horse Racing Ireland and the Irish horse racing industry through thorough analysis of regulatory, industry and market trends internationally; understanding how HRI can harness potential growth (service, market, revenue) and identifying beneficial changes to develop the racing product.

The responsibilities & competencies required for the role of Head of Racing & Insights for Horse Racing Ireland are as follows:

Key Responsibilities:


  • Strategic management of the Racing Department (entries & declarations, registrations and publications) and Race Planning Function
  • Development of the racing calendar (creation and implementation of fixture list, race programmes and prize money strategy) to position Ireland as the leading jurisdiction for breeding, owning and racing horses under both codes
  • IT responsibility - prioritisation and oversight of all racing related IT developments, including assisting with the on-going redevelopment of the Racing Administration System (RAS)
  • Project and research work, producing papers for the relevant committees and HRI Board linked into the longer-term strategic priorities of the organisation
  • Statistical analysis, including on-going production and refinement of up to date KPIs, providing all relevant data for HRI’s expert working groups, committees and Board
  • Reviewing processes and work practices across all areas of the Racing and Race Planning Departments to seek beneficial changes and operational efficiencies
  • Driving interest in and revenues derived from the Irish racing product (e.g. volume of streams, media rights turnover data), providing a key link with the HRI Betting Committee and the off-course betting industry
  • Review and control all HRI Directives, working with other internal stakeholders as necessary and liaising closely with the IHRB in relation to all matters
  • Examine international best practice to ensure that Ireland is maintaining the highest standards in terms of its administrative procedures
  • Responsibility for ensuring that there is a focus on risk management across the various functions with clear action plans implemented for identified improvements
  • Assist the Director of Racing with projects and research as directed by the strategic plan and the organisation’s key priorities

  • Strong leadership experience is an essential component of the role with a focus on team development across multi-faceted and very capable teams
  • Excellent written skills, with an ability to produce well researched reports for consideration at all levels (up to and including the HRI Board)
  • Ability to work with pace, furnishing information in timely fashion and driving forward multiple projects
  • An analytical mind, able to review complex issues and make meaningful recommendations based on the relevant data
  • Good interpersonal and communication skills, with an ability to liaise with key internal and industry stakeholders and represent Ireland internationally.
  • Well organised, a multi-tasker who can work under pressure to meet key deliverables and who thrives on new and diverse challenges
  • Team player who will be able to work alongside other members of the senior team within the areas of responsibility of the Director of Racing
